Legend has it that it was created by Zhuge Liang, an outstanding statesman and strategist, in Three Kingdoms Period.
Back then, he was leading a troop crossing south across a river to capture a leader of barbarians.
However, the dark clouds gathered above the river out of blue with a gust of wind.
A local person told him that the spirits of soldiers killed in battle were making wave.
He needed 49 human heads as offerings to sooth their souls.
Zhuge Liang, who was reluctant to harm his comrades, decided to knead dough into human heads as substitutes.
This method did work, and they successfully crossed the river in the end.
As time went by, this head-like dough become the steamed bun in Chinese snack.
